For Static Anlysis and calculation require some constants according to your regulations. (including some specific details such as soil constant for earthquake etc. . Please consider that soil and earthquake constants are may change according to construction location) Those regulations are only issue by ministry of urban development. According to me, first of all You should check your construction licence process in your country. Because you may hire a freelancer from another country and that guy may calculate but first of all he or She should must master of your country regulations thus he may done correct calculate. otherwise you will have got a project that disregarded earthquake effect.

From your comment I can see that you are a professional who values the safety and quality of a project for the client. This is great! 

But the calculations we need to do is Tension Test of Steel. It is for machine support structures and industrial machines. we need to calculate whether the steel will support the weight. We will not calculate foundations for installing structures.

Before and after earthquake in Hatay..

On 6 February 2023, at 04:17 am, a Mw 7.8 earthquake hit southern of Turkey and northern Syria. It was the largest in Turkey since the 1939 Erzincan earthquake of the same magnitude,The epicenter was 37 km away of Gaziantep.

It was followed by a Mw 7.7 earthquake at 13:24 next day and this earthquake was centered 95 km north-northeast from the first. There was widespread damage and tens of thousands of fatalities.

It was one of the strongest earthquakes ever recorded. It was felt as far as Egypt and the Black Sea coast of Turkey. Our government declared about 10 cities Affected. There was widespread damage in an area of about 350,000 km2, about the size of Germany. An estimated 14 million people, or 16 percent of Turkey's population, were affected. Estimates that about 1.5 million people were left homeless.

 I am living west coast of Turkey and we didnt lived or affected from that earthquake. Before that earthquake , I had awarness. Because I am Engineer. We are living on earthquake zone too. But after the eaqrthquake now I have anxiety with awarness.

It was 2 times even some locations 3 times larger than the estimated maximum acceleration coefficient specified in our construction specifications and requlations. Never say never; everything is possible in this life

Because just 3 year ago 30 October 2020 , An earthquake hit our city izmir with a moment magnitude of 6.9. Our city was heavily affected—more than 700 structures were seriously damaged or destroyed One hundred and seventeen people died. in followed years I saw thosens of buildings demolished and rebuilded in many districts. Even some of them are still ongoing building. That day One hundred and seventeen people died in İzmir.

 I didnt lived either that earthquake because of I was near istanbul those days for business.. 

Moreover, It was not first. When I was student at university, I saw both 1995 Afyon-Dinar and 1999 Adapazarı cities after earthquake. I didnt lived them either.

Despite of I didnt lived none of them, "Thanks giving Allah" ; I saw that devastating power of earthquake and I'm convinced that Yes this is natural phenomenon but never ever, earthquake should not under estimate.

 Last year one of my customer, insisted construct tall steel structure without static calculation.. I was tried to convinced him this is not proper because this is not only matter of construction regaluations or laws or matter of safety things etc. This is matter of life.. Unfortunately some people dosnt take any lessons from any incident. Of course as you said; I didnt listened him and I hired a civil engineer who is expert in field and with his directions I accomplished my job according to regulations.
