目前依旧没提供这功能。

微信里 @所有人 的时候，message.payload.mentionIdList 会是 [ 'notify@all' ]

From what I understand, you were requesting a way to differentiate between mentioning all users and mentioning a specific bot. Post707 suggested using @1 @2 @3 to mention all users except the bot, and SeasideLee mentioned that in WeChat, message.payload.mentionIdList is ['notify@all'].
