The HRConnect (HRC) solution suite spans the full employee lifecycle from talent acquisition to separation/retirement, headlined by the HRC Personnel Action Request transactional system offered as a Treasury HR Line of Business (HRLOB) shared federal-wide solution. With advanced data analytics functionality and interoperability, the Department of the Treasury offers solutions that equip human resources (HR) professionals, managers (including proxies and organization delegates), and front-line employees with the tools to support mission delivery and drive engagement and productivity. Services offered include and are not limited to HRC Core: Human Capital Management (HCM). 

The HRConnect Program delivers HCM functionality including Personnel Action Processing, Payroll Administration (through the National Finance Center), Benefits Tracking, Recruit Request, Onboarding, Employee and Manager Self Service, role-based security, reporting, auditing, and Contractor processing.  

Workforce Analytics (WA) is an Enterprise Data Management (EDM) solution that empowers executives and analysts to gain greater insights from their human capital data through standard reports and dashboards. WA’s human-centered design delivers an intuitive experience, and the EDM team ensures the underlying quality of data from the Treasury Human Resources Line of Business (HRLOB) product suite and NFC Payroll system. Features include pre-built reports and dashboard, built-in compliance reporting (MD-715, SF-113, etc.), subscription based and data-triggered delivery methods and more. 

EDM approaches data management as a critical function to leverage the value of business data. Data professionals design the right solution to complement customer needs including, report development, data warehouse/mart hosting services, customer specific data marts, and dashboard development.

USA Staffing (USAS) and USA Hire (USAH) are talent acquisition products offered by the Office of Personnel Management (OPM) that allow agencies to fully automate their talent acquisition lifecycle by recruiting, assessing, evaluating, certifying, selecting and onboarding quality candidates for federal positions. 

USAS is used to build and post job opportunity announcements (JOAs) to USAJOBS displays for job seekers to search and apply to jobs. USAS also provides optional functionality for Classification and Onboarding business needs. Additionally, OPM’s USAH solution provides standard, premium and custom assessments for immediate use. They span 118 federal job series from entry to senior level and provide measures for general competencies in reasoning, decision-making ability, math, reading comprehension, and soft skills including interpersonal interaction, stress tolerance, and accountability. These assessments can be paired with other assessments to measure technical acumen.

Digital Services delivers common business solutions, enterprise-wide platforms, Treasury’s public-facing websites, and extranet sites. Services include application development/modernization, web design, content management, hosting and operations & maintenance. The Digital Services program offers these services leveraging ServiceNow, Salesforce, Box.com and Treasury Acquia (Drupal) platforms. 

Note, the Acquia/Drupal Content Management System (CMS) is combined with Akamai Content Delivery Network (CDN) as a shared service model to host, publish and protect public facing federal websites. The enterprise CMS offering features reusable design themes and feature modules, applying United States Web Design Standards (USWDS) compliance standards and industry best practices for content management and security to help customers provide mission-critical information and services on their public facing websites.

Enterprise Content Management (ECM) is a Treasury Enterprise low-code platform for application development and delivery (AD&D). ECM combines an architectural framework while providing tools for developing web and mobile user experiences, intranet and collaboration platform dynamically delivering content, document management, automated workflow, and records management. ECM, as a product suite within Enterprise Applications (EA), is governed by the ECM Customer Advisory Board (CAB). The ECM CAB is comprised of senior business executives from each Bureau or office within the Department of Treasury.  

ECM provides office and bureau customers a low-code platform based on Microsoft SharePoint to solve business problems with intuitive visual tools and a platform that enables data integration and distribution. ECM provides, operates, and maintains a secure, FedRAMP High Azure Government Cloud (ECM Cloud) hosting service. ECM also leverages the Microsoft Power Apps low-code development platforms for developing and maintaining a suite of customer-specific and shared applications. ECM offers both Platform as a Service (PaaS) and Software as a Service (SaaS) solutions. Many services offered within ECM are both scalable and available across the Department through Treasury Shared Services.

Enterprise Data Management (EDM) provides a comprehensive data platform for managing Treasury’s strategic data assets. The platform organizes data from disparate systems via a robust data warehouse and combines that with business intelligence capabilities to offer consolidated analysis, reporting, dashboards, and analytics. EDM solutions include but are not limited to Workforce Analytics, Data Insight Portal, the Data Analytics Gateway, data warehousing, and integration services.

• The Data Insight Portal empowers executives and analysts to gain greater insights from their data through standard reports and dashboards via a single access point. Data Insight Portal’s human-centered design delivers an intuitive experience, and the EDM team ensures the underlying quality of reports and data via the enterprise Data Warehouse.
• The Analytics Gateway (AG) enables data professionals to build a variety of advanced analytics products leveraging data from the EDM Data Warehouse. AG equips specific power users with secure authoring, analysis, and data science capabilities, without the need to install or maintain client-side software.  It is a place for advanced analytics users empowered to expand collaboration between data communities.
• The EDM Data Warehouse delivers quality data that powers executive reporting and analytics, and represents a growing portfolio of Treasury HRLOB, non-HR and commercial data assets.  Automated data transformation processes cleanse data, enhance quality, and enforce governance, which promotes consistent treatment of data across the enterprise.  Centrally aggregated and authoritatively sourced data enables integration leveraging APIs with reporting interfaces and partner business systems.  
• Data Management Services advise and enable organizations with unique data needs to consume data using a variety of methods.  EDM data professionals provide direct support to organizations to fully understand and conceptualize data, before solutioning.

Integrated Talent Management (ITM) is a cloud-based SaaS solution offered Treasury-wide addressing a full range of talent management-related activities including learning management, competency management, performance management, compensation management, succession planning and workforce planning.  Additional capabilities provided by ITM can include recruitment, analytics, low code application development leveraging microservices, and supplemental data and process automation through employee central.

Given ITM is delivered via a Software as a Service (SaaS) model, customization approvals are limited, and correlating implementation timelines are dependent upon vendor agreement. SaaS models typically restrict customization and encourage standardization with configuration to drive cost efficiencies.
