I was thinking of making on alt in Brazil Gallywix due to the very low population for finding rares and farming other drops. Things that are account bound like Soul Ash, Anima etc, can they be sent via in game mail from Gallywix to a US server like Area52 or something? Same faction of course.

From what I can tell, Gallywix is not a connected server and as such you cannot mail to any character on another server.
Mail between servers can only happen when on the same faction and on a Connected Realm.
Ok but I am talking about sending to another character on same Bnet account with stuff that is account bound. Guess I’m confused.
Account bound items can be sent if memory serves correct, but nothing non account bound can be sent with it.
If you are referring to items like the Traveler’s Anima Cache or Package of Soul Ash, both are bound to Battle.net account, so will be able to mailed cross realm and cross faction.
If you are having trouble, check your formatting when sending it.
Just to add on, account-bound items can only be sent cross-realm in the same region. For example, you can mail account-bound items from Latin America to Oceanic realms that fall under the “North America” region (e.g. Ragnaros to Barthilas) to, but you can’t mail those same times from a North America realm to an EU realm.
